Re "Liberties in a Time of Fear," by David Cole (Op-Ed, Sept. 25):

We agree that the internment of Japanese-Americans during World War II was a clear example of an overreaction, as were some of the laws enacted to punish people associated with the Communist Party in the 1940's and 1950's. But unlike Mr. Cole, we support laws that prohibit anyone from knowingly providing material support to foreign terrorist organizations.

The provisions of the 1996 antiterrorism legislation barring such material support were well justified, and courts have found this approach to be constitutionally sound.
