Extremism Briefings in Southern California

An ADL expert presented a series of briefings to law enforcement agencies in Southern California on right and left-wing domestic terrorism.  Over 200 law enforcement officers participated in these trainings in Berkeley and Los Angeles.

 

At the presentation in Berkeley, participants at the California Probations, Parole and Corrections Association annual conference received training on white supremacist ideology, regional hate group activity, current trends in the white power subculture, and the tattoos and symbols most commonly used by white supremacists.

 

In Los Angeles, a series of briefings were conducted focusing on hate crimes and domestic terrorism for law enforcement officers and government officials at the Los Angeles Clearinghouse/ Los Angles High Intensity Drug Trafficking Area (HIDTA) Training Center. Participants included the FBI, DEA, Department of Homeland Security, California Department of Justice, Immigration and Customs Enforcement, and numerous police departments from the Southern California region. The first segment of the training examined the nature and prevalence of hate crimes, including methods to distinguish whether or not a crime is hate-motivated, who is perpetrating these crimes, and how victims and law enforcement can respond to support the targeted community. The second portion of the training focused on the rise of the racist skinhead movement in Southern California, which currently has the largest racist skinhead population in the country. The presentation explored the danger posed by these skinhead groups, which are often involved in crimes such as drug running, identity theft, assaults, and murders. Attendees were instructed on the commonly used symbols and tattoos associated with the movement, and their use of the Internet and social networking sites to recruit, enabling law enforcement to recognize members and to better understand their subculture.

 

Another briefing was held at the FBI headquarters in Los Angeles for the FBI Infraguard group which concentrated on left wing, single issue, and right wing- extremism.  The training highlighted the criminal trends and tactics of extremists to better predict, prevent, and respond to violent extremist activity. The FBI training, titled, "Domestic Terrorism in your Back yard -What You Should Know," focused on eco-terrorism and right-wing extremist tattoo and symbol recognition. The presentation detailed the rise of environmental extremism in the United States, highlighting the variety of groups within the movement now responsible for hundreds of crimes and acts of terrorism resulting in millions of dollars in damage.  The briefing examined the history, ideology, tactics, and criminal activity associated with the key groups in the movement such as the Animal Liberation Front (ALF), the Earth Liberation Front (ELF), and Stop Huntington Animal Cruelty (SHAC).
