Racist skinhead activity has risen dramatically in the past few years in the United States, accompanied by an alarming upsurge in racist skinhead violence ranging from hate crimes to domestic terrorism.  The resurgence has been fueled by the growing use of the Internet to sustain the racist skinhead subculture, as well as a decline in the stability and influence of neo-Nazi groups, which often competed with racist skinhead groups for membership.  The result has been an increase in the number of racist skinhead groups, a growth in the number of unaffiliated or independent racist skinheads, and a rise in racist skinhead criminal activity.

 

Of the newer racist skinhead groups, perhaps the most disturbing is the Vinlanders Social Club, a hard-core racist skinhead group many of whose members have criminal records.  Originating in Knightstown, Indiana, the Vinlanders started off as a loose association of members of different racist skinhead groups from Indiana, Ohio, and Michigan, including the Hoosier State Skinheads and the Ohio State Skinheads. 

 

As it cohered, the group began to expand, with core Vinlanders visiting other racist skinhead groups around the country looking for potential recruits, using a "prospect" system similar to that used by the Hell's Angels motorcycle gang.  In a short period of time, the Vinlanders grew to have over a hundred members, prospects, and associates, and also developed rivalries with other white supremacist groups, most notably the National Socialist Movement and the Hammerskins.

 

A very different rising racist skinhead group is Public Enemy Number 1 (often known as PENI or PEN1).  This California-based group is an unusual hybrid of white street gang, racist skinhead gang, and racist prison gang.  A large organization, with more than 350 documented members, PENI has been heavily involved in criminal activity ranging from illegal drugs, especially methamphetamines, to white collar crimes such as counterfeiting and identity theft. PENI members have also been convicted for a variety of violent crimes, including murder. 

 

In December 2006, a number of law enforcement agencies in Southern California launched a massive round-up of PENI members after uncovering alleged threats to law enforcement, arresting 67 PENI members on a variety of charges.  This followed a March 2006 sweep in Orange County that resulted in the arrest of 23 PENI members after another threat to law enforcement.

 

Racist skinheads committed a number of violent crimes in 2006, including several murders, but perhaps the most shocking assault occurred in the Houston suburb of Spring, Texas, where two racist skinheads brutally assaulted a Hispanic teenager at a party—slashing him with a knife, sodomizing him with the plastic pipe from a backyard umbrella, and pouring bleach on him in a five-hour-long assault that left the teen with massive internal injuries, including perforated bowels and a burst bladder.  Amazingly, the victim survived the attack, though he required over 20 operations to save his life.  In November, one of the attackers, David Henry Tuck, was convicted of aggravated sexual assault and sentenced to life in prison.  The other attacker, Keith Turner, was convicted of the same crime in December and sentenced to 90 years in prison.
