  • Russia has pledged to strengthen ties with Iran and has increased cooperation with Teheran in the areas of nuclear and ballistic missile development. (The New York Times, 4/12/97, 8/22/97)

  • Former white supremacist Larry Wayne Harris, 46, of Lancaster, Ohio, will not spend time in jail despite pleading guilty to illegally obtaining three vials of lethal bubonic plague germs. Harris was placed on 18 months probation and must perform 200 hours of community service. (The Columbus Dispatch, 4/23/97)

  • The French oil firm Total signed a $2 billion contract with Iran to develop the South Pars gas field along with Russia's Gazprom and Malaysia's Petronas. Britain's Pell Frischman Group and Canada's Bow Valley Energy Ltd. entered into a deal with Iran to develop its offshore Balal oil field while Germany's Westdeutsche Landesbank plans to finance an Iranian company headed by the son of former President Hashemi Rafsanjani to develop the country's offshore Soroush oil field (Journal of Commerce, 5/15/97, The New York Times, 9/29/97)

  • China sold to Iran cruise missiles that enhance Iran's ability to disrupt Persian Gulf shipping and challenge U.S. forces there and Beijing has committed to helping build a nuclear power plant in central Iran. (The Washington Post, 5/31/97, Reuters, 9/15/97)

  • Italy called for renewing full relations with Iran and sent a trade delegation to Teheran with promises of $3 billion in credits. (Journal of Commerce, 7/18/97)

  • Despite a U.S. travel ban on Libya, Rep. Earl F. Hilliard (D-AL) visited Libya in August 1997. (The Washington Post, 9/18/97)

  • The Arab League defied U.N. sanctions against Libya by permitting airplanes carrying "the political leadership and official Libyan delegations participating in regional and international meetings" to land on their territory and to permit other religious and humanitarian flights. (The New York Times, 9/22/97)
