ADL and CSI-NY Launch First-Ever National Threat Detection and Monitoring Initiative: The Joint Threat Intelligence Partnership (JTIP)

New York, NY, September 19, 2025 …The Anti-Defamation League (ADL) Center on Extremism and the Community Security Initiative of New York (CSI-NY) today announced the launch of the Joint Threat Intelligence Partnership (JTIP), a groundbreaking national initiative to detect, investigate, and disrupt threats targeting Jewish communities across the United States.

The JTIP represents the first-ever coordinated nationwide system of threat detection and intelligence-sharing for Jewish security. It brings together ADL’s expertise in extremist research and threat detection and CSI-NY’s operational intelligence and threat prevention capabilities.  

At its core, the partnership brings together the ADL Center on Extremism and its Threat Monitoring Unit with CSI-NY’s Intelligence Desk and its National Intelligence Consortium Fund to further support and deploy intelligence analysts in key cities nationwide. These analysts will be strategically placed within ADL regional offices and Jewish federations, creating an integrated system that ensures threats are identified, analyzed, and communicated in real time to community leaders and law enforcement.

Three core pillars define JTIP:

  1. Real-Time 24/7 Threat Detection and Monitoring – leveraging ADL’s extremist research and threat detection program with CSI-NY’s focus on anticipatory, tactical, actionable information to identify threats targeting the Jewish community.
  2. Intelligence Sharing and Coordination – reinforcing constant information flow between ADL, CSI-NY, law enforcement partners, and community security directors to eliminate silos and speed up response times.
  3. Community Integration – place and support Forward Deployed Analysts directly into communities to set-up early warning and detection systems, intelligence sharing hubs, and leverage local expertise.

The initiative is designed as an open national network, allowing additional Jewish federations, community security organizations, and other partners to participate as the network scales. The goal is to create a true nationwide ecosystem for threat intelligence to be detected and investigated collaboratively.

The initiative responds to an urgent reality: since October 7, 2023, Jewish communities across North America have experienced a historic surge in antisemitic threats and incidents. JTIP represents a new level of cooperation to prevent intelligence gaps and strengthen collective security.

Mitchell D. Silber, Executive Director of CSI-NY, created as a joint initiative by UJA-Federation of New York and the Jewish Community Relations Council of New York (JCRC-NY), underscored the operational need: “Jewish communities face the highest level of threat in decades, and in recent months we have seen deadly attacks against our people. Our forward-deployed analysts will serve as force multipliers—bringing a focus on anticipatory, tactical information directly into the places where it’s needed most. This will not only enhance protection for the New York Jewish community but also strengthen the security of Jewish communities across the country.”
